Porteños (natives from Buenos Aires) are a highly affectionate people. So far I have seen them: making out in the park, making out on the subway, making out in a restaurant, making out on the bus, and making out on the sidewalk at red lights. BUT I have yet to see them making out in clubs or bars.
And, of course, it is customary to kiss on the right cheek for greetings and farewells.
